The founder of this organization, the late Rev. O. C. White, Jr., had an excellent track record of establishing community activities. He was responsible for several block clubs, community training and mentor programs for the disadvantaged. The prior Mayor of Los Angeles, Tom Bradley and other city officials gave special recognition to his enrichment programs as ”Betterment to the Community” of Los Angeles County. Rev. O. C. White, Jr. realized that there is a need for these programs on a broader perspective, thus was driven to ensure their implementation in other regions.

 

Second Chance was originally established in the Los Angeles area in May, 1993 where Rev. O. C. White, Jr. lived and worked in the communities for many years. Programs implemented by Second Chance Community Services in the Los Angeles area have included stress counseling, financial counseling, decision making workshops, transportation assistance, affordable housing, legal service assistance, GED preparation and job training, just to name a few.

Second Chance primary emphasis is to promote the general welfare and economic development of low to moderate income families and groups residing in
under-developed and deprived areas. These efforts are exemplary and have been implemented by Second Chance in other locations, outside of Los Angeles, with great success in its inception.

Second Chance will take steps to ensure proper training and creation of an environment whereby one has the ability to interact with others to restore a fully functional family unit. Through these interactions, one will learn to enhance social and greater communicative skills. There have been many basic training programs for the disadvantaged; however lacking social, communicative and ethical training. Many incumbents end up right back in the same predicaments or worst. Second Chance recognizes that general welfare promotion and economic development training programs without positive social and self- awareness skills is destructive, thus will implement active and useful solutions for change.
